d. For damage cargo, require shore parties to change if possible and they agree to do so. If such damages do not impact ship safety, will inform charterer, shipper and owner and all parties concerned. As owner instruction, to put ship's remarks on daily work report / mate receipt and/or state of fact, of course A letter of protest will issue to parties concerned including charterer, stevedore company, local agent and copy to owner.
e. If the damages impact the ship safety and seaworthiness, issue a letter of protest and require them to repair these before departure, owner / Charterer, local agent inform required.

If the sale contract is adjustment with shore scale and nobody to arrange draft survey, the chief officer will do self draft survey to compare with shore figure, if the different is more 0.3% of cargo amount which provide by shore, a letter of protest with draft survey report will be issued to shipper and inform to charterer and owner. a ship's remark that said to weight and quality to be issued on mate receipt.
c. if the sale contract is adjustment with ship draft survey report and cargo quantities different is more than 0.3% of all cargo loaded, issue a letter of protest, inform owner and charterer immediately, and action according to owner instruction. Don't sail if we have not gotten instruction in writing from owner.

Yes. I have log experience, such as loading log in New Zealand to China, in USA to China.
As log carry, the most important is to control stability during loading, carrying at sea entire voyage. For improve ship's stability, we need first load heavy cargo in lower tier and much cargo in cargo holds and minimize broken space in cargo holds because the cargo weight in cargo holds will definite how much cargo can be loaded on deck. Minimize water in ballast tank empty to lower 5% cargo capacity, if we have to ballast in tanks, better keep tank full and reduce the quantities of half ballast tank. We will use stop watch to monitor GM during voyage. If the log will be loaded in Canada and USA, the water absorb to be considered, in winter the open deck and water icy on log surface to be considered.
For log lashing, we will consult with ship secure manual, account all lashing equipment while getting voyage instruction, require owner to replenish lashing equipment which shortage.

3. For USA, VGP and NTVRP to be trained and familiarization by all officers and ratings.
4. PSC inspection is very strictly in such country. In USA, the drill will be carried out during PSC inspection.
5. The low sulphur fuel oil to be used within 200 nmiles from nearest shore of USA. The steering gear to be tested and drill to be carried out before enter into port. ENOA and ENOD to be submitted on time according to local agent requested.
6. Cargo hold inspection is very strictly, especial grain. The stability report for loading grain will be reviewed by local authorities.

BC code is very important booklet for master and chief officer, it describes bulk cargo stowage fact, inherent characteristic, grades, cargo custody during voyage and ventilation requirement and items to be caution for bulk cargo etc.
No master and chief officer understand all cargo and carry all kinds of cargo in their experience, they can use BC code to know and familiar with their cargo which planned by carrier.

What's means of grade A, B,C for bulk and characteristic of each grade cargo?
Grade A is liquefy cargo, this kind cargo will be liquefied during voyage while ship heavy rolling and pitching if the cargo moisture is more than TML result in vessel lose stability. Many ship capsized due to stability loss when carried this kind of cargo in recent years.
Grade B is danger cargo, when loaded this kind of cargo, the certificate of fit for carrying dangerous cargo to be consulted. The temperature to be monitor and recorded every day if whether permit.

Have you carried cement clinker, what is to careful for carrying cement?
Yes. I have loaded cement clinker two times as chief officer.
Cement is facilitate to solidify when it meet with water then become very hard to remove after discharging. It will be affect to next cargo especial grain. For saving crew hold cleaning time and next cargo, we need apply slip coat on bulkhead, tank top of cargo holds before loading, dry bilges and keep cargo holds water tight.
Protection main deck and accommodation with sugar syrup (or chemical) or cover important life saving equipment such as lifeboat, liferafts with tarpaulin.
After discharging, first we air below and sweep the cement clink, then apply cement remover, wash down with high fresh washing machine, once you start washing, don't let cargo hold dry till hold cleaning completion. Don't use bilge pump to pump out bilge during hold cleaning, the portable pumps to be used for bilge pumped out.

The hold cleaning grain standard means cargo hold has no smell, no insect, no scruple, no loose paint and no salt. To meet with this criteria, we need sweep, washing with sea water and fresh water, whether to apply chemical depend on cargo natural characteristics. To be careful the hopper of cargo holds and some frames, beams where located in the corners. These areas are very tough to reach, so we can arrange crew to sweep those areas during cargo discharging if safety permit. if we have to chip and clean after hold empty, we can hoist a cage with crane or utilize skyfold, or rig a stage to remove if whether permit and risk assessment is raised.

if load rate is so fast and the ballast isn't match it, first we require the terminal to follow our loading sequence and tell the issue. Monitor ship's stability, bending moment, shearing force, re-plan our sequence. Look into the reason why deballast is so slowly.
All above all, ship safety is first, if necessary, inform terminal break out operation.

According to ship's SMS and PMS, train them and ask to follow SMS and PMS. Do a maintenance plan according to PMS, tell them risks and requirements of task. Supervise task which arranged.

For bulk cargo, do a draft survey. on the morning around 7 clock when cargo break, do daily draft survey and compare with shore figure.
For general cargo, such as steel coil, the weigh definite with piece, the timber with bundle, log with JAS or mass, bag cargo with bags etc. Normally the general cargo quantities are provided by tally company.

According to PMS requirement. Inspect the marks of chain, the brake liners. if the brake liner seriously worn out, the brake liners to be renewed.
Derust and grease all moveable parties regularly.
Test windlass before using.
Test windlass break holding work load if SMS require..
Follow windlass instruction.
Any leakage is found, inform C.E immediately.

Pay out chain with windlass according to master order, normally when vessel speed less than 1.5 kts pay out chain till about 5m above sea bed, then disengage clutch and drop anchor as per master order. Of course, if the water is so deep, my previous master pay out all chains which intend to be dropped for safety sake.

Maintenance according to PMS and company SMS, routine inspection carry out as per relevant checklist. Pay more attention to water tight rubbers, hatch cover cleats, rollers of hatch covers, hydraulic pipes and so on. Drainage to be keep free. For hold which using for ballast voyage, check and maintain air floats and locks in function.

If the grooves of hatches and doors override worn, normal we can insert some small piece back of rubbers to recover rubber function.

Analysis why ship deviation, inform owner to seek for their good suggestion and keep relevant evidences. The deviation time to properly record in logbook.
if it is reasonable deviation, the charterer and all parties to be informed, if encounter bad weather and charterer using weather route, to inform and get their understanding for your intention in order to prevent dispute in future.
12)如何更换压载水。How to exchange ballast water?
According to international ballast code, if condition permit, 200 nmiles from nearest land and 200m deeps required. if condition can not meet 200 nmiles from nearest and 200 m deep, at least 50 nmiles to be maintained. The regulation has not required ship's deviation and reduce her normal speed to exchange ballast, so if ship has no enough time to change ballast, master to be checked with local agent regarding the requirement of ballast in local port. if the weather and ship condition don't allow master to do ballast exchange, inform local authorities to seek for alternative way for ballast.
Normally ballast exchange has two way that empty-refill, overflow. if ballast exchange with empty-refill, the tank to pump out to less than 5% full tank capacity then refill. if overflow, three times full tank capacity water to refilled. The pump capacity to be tested interval not more than 12 months.
13)洗舱水怎么处理,如果不允许排放怎么办。
How to disposal water of hold cleaning, if not allow to pump in some restricted area, how to store it?
The hold cleaning water to be disposal as MORPOL, 12 nmile from nearest land. if not allow to pump out in some restricted area, can hold in some dirty tanks which be designed for holding dirty water from cargo holds if the ship deadweight has some spare. If full loading required in voyage instruction, ask time charterer and copy to owner to confirm how to deal with these water, delivery ashore or remain in ship's tank and reduce some cargo planned. If no special tank to hold dirty water, can use one Top slop tank to hold these water if safety permit and we have to do it.

Which items to be caution when vessel navigate in narrow channel?
a. Follow CORLEG
b. Inherence bridge watch, fix position regularly as per passage plan.
c. Follow local rules, ask agent to send local rules onboard.
d. Follow passage plan, passage plan to be berth to berth.
e. Do a passage plan meeting, let all officers understand the channel and mater requirements well.
f. Any doubt with pilot, to be confirm. Always remember that the master has finial decision and can't exempt his duty and responsibility
